Bounty hunters, also known as fugitive recovery agents, are only legal in The United States and The Philippines. Modern bounty hunting is very different from what many people think of when they hear the term. Most fugitive recovery agents work for a bail bonds agency. Their job is to locate and arrest bail jumpers for a portion of the bail.

The requirements of bounty hunters vary per state. In California the basic requirements is that a person be 18, have no felony charges, and attend training courses mandated by law.

Once doing their job they must notify law enforcement that they intend to arrest a fugitive 6 hours ahead of time. With the special permissions they are allowed, fugitive recovery agents can enter any property that belongs to the fugitive as well as perform an arrest without reading the person their rights.

Bounty hunters, however, must have permission to enter the premises of other private property and a warrant to search anywhere else. A bounty hunter’s job involves a lot of searching and staking out places for this reason.
